3GPP is a collaboration among groups of telecommunications associations, known as the Organizational Partners.

3GPP standardization encompasses radio, core network, and service architecture. The scope subsequently included the maintenance and development of the Global System for Mobile communication (GSM) Technical Specifications and Technical Reports including evolved radio access technologies (e.g. General Packet Radio Service (GPRS) and Enhanced Data rates for GSM Evolution).  

Who needs 3GPP compliance?

Card vendors and handset/chipset vendors need to comply with certain standards set by 3GPP.
