FIPS 201 (NPIVP) Card Command Validation

PIV smartcards are required to undergo validation testing to SP 800-73 by an accredited testing laboratory in order to be utilized by the U.S. Federal government.


Homeland Security Presidential Directive (HSPD)-12 mandates that Federal employees and contractors use approved credentials for physical and logical access to Federal facilities, a market encompassing millions of people. The FIPS 201 program at GSA and NIST provides the product approval and validation mechanisms necessary to reach this customer base. Personal Identity Verification (PIV) smartcards must be tested by a NVLAP accredited laboratory and validated by the NIST Personal Identity Verification Program (NPIVP).


UL’s breadth of accreditation and experience makes us the best resource for NPIVP card command validations. We have performed more smartcard validations than any other laboratory.

Services Include

PIVP Card Command Testing

UL reviews specification documentation and functionally tests the product. Upon successful completion of testing, a Validation Test Report is submitted to NPIVP.

At this time, UL does not support middleware testing or GSA EP evaluations.
